For some time I have been considering whether additional
financial assistence to China might not be accorded in the form of a cash payment in exchange for a long or even
perpetual lease of new territory and Kowloon.
There are no papers here on the subject but presumably
the question has been considered in London. If however it
has not been finally rejected I submit that the present
moment is especially suitable for re-opening it. The value
of cash down is far greater now than it will be after the
termination of hostilities when national sentiments are
likely to be more difficult to cope with; and if as I
assume this territory is essential for the safety of
Hongkong a special effort might well be made.
